Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are issued from multiple capitals. Considerable effort is allocated on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability enabled by up-to-date information. From observation points, military aircraft that had been deployed to intercept incoming cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly gives way to grim resignation: perhaps the hostile projectile won't strike its target this time, sparing the city from catastrophe and further power outages.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its destination.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's vital need on external assistance – a dependence that European nations are clearly incapable to replace in the near term.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, certainly, persist.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to force Russia to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does nothing to deter Moscow, through statements or actions, from thinking that the status quo will not shift further in its benefit in the near future.
Conflicting Perspectives
Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a entire defensive failure until circumstances change in its advantage.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
